The Department of Personnel & Training is the coordinating agency of the Central Government in personnel matters, specially in respect of issues concerning recruitment, training, career development and staff welfare. The Department has been functioning under the charge of Secretary (Personnel) who is presently assisted by two Special Secretaries, one Additional Secretary, four Joint Secretaries and other supporting officers and staff. Functionally, the Department is presently divided into Ten divisions, each of which is headed by an officer of the level of Joint Secretary or above.

1.Establishment Office Division TOP
 
EO (ACC)

All appointments on the Board of Management of the Public Sector Undertakings (Chairman, Managing Director, Director, including part-time Directors) and Statutory Commission, Tribunals, Railways/ Banks, Financial Institutions - Autonomous Institute under the control of the Government etc. (Whether honorary or remunerative) and policy matters relating thereto.

EO (Senior Management-I)
  • Holding of Civil Services Board's meetings.
  • Empanelment of IAS, IPS and Central Services Group 'A' Officers for holding Joint Secretary equivalent posts at the Centre.
  • Empanelment of IPS Officers for holding the posts at the level of IG/ Addl. DG in CPOs.
  • Retention of names of officer on offer at the level of Joint Secretary.
  • Placement of Officers at the level of Joint Secretary/ equivalent in the Government of India.
  • Issue of orders in respect of appointments at the level of Additional Secretary and Secretary and their equivalent received from the Cabinet Secretary's Office.
  • Appointment of IPS Officers at the level of IG and above in the various CPOs.
  • Policy on the regulation of tenure of officers serving at the Centre.
  • Extension of tenure of officers serving at the Centre at the level of Joint Secretary and equivalent.
  • Regulation of various aspects of the provisions of the Central Staffing Scheme.
  • Inter-cadre deputation/transfer of All India Services requiring approval of the Appointments Committee of the Cabinet.
  • Appointment of Chief Vigilance Officers in PSUs requiring approval of the Appointments Committee of the Cabinet.
EO (Senior Management- II )   

The following proposals in respect of posts outside Central Staffing Scheme at the level of Director and above from all Ministries, except Ministry of Railways and except posts in which appointment of IPS Officers is involved, are processed for ACC’s approval. 

  • Appointment by Direct Recruitment.
  • Promotion.
  • Deputation/Transfer.
  • Promotions under flexible complementing scheme.
  • Promotions to NFSG.  
EO(Middle Management I) 
  • Appointments/postings of officers belonging to IAS/CSS/Central Group 'A' Services at the level of Under Secretary / Deputy Secretary and Director under Central Staffing Scheme.
  • Preparation of CSS Selection Grade Select List and CSS Directors' Suitability List apart from determination of strength of CSS Selection Grade Select List.
  • Appointment of Private Secretaries to the Ministers and various policy matters relating to the Central Staffing Scheme such as tenure cooling off period and extension of tenure/premature reversion etc.
E.O.(Middle Management-II)
  • Preparation of Offer List for Central deputation upto the level of Directors.
  • Appointment of officers upto the level of Director to the non-Secretariat posts and foreign posts of Government of India.
  • Appointments of Central Vigilance officers in Public Sector Undertakings upto the level of Director.
  • Cases of premature retirement of IAS Officers up to the level of Director.
EO(PR)
  • Maintenance and proper custody of the Confidential Reports of IAS/CSS (Grade I and above) Officers and collection and transmission of Annual Confidential Reports of IAS Officers on deputation to Centre to their Cadre authorities.
  • Maintenance of immovable property returns of IAS/CSS Grade I and above officers.
  • Processing of the representations of officers of the rank of Joint Secretary or equivalent level against adverse remarks for consideration and decision of the Appointment Committee of the Cabinet.
  • Processing of memorials from IAS/CSS Officers (Grade I and above) ) for consideration and decision of the Competent Authority.
  • Endorsement/ deletion/attestation of adverse remarks communicated/expunged in the ACRs of the IAS/CCS Officers by the Administrative Authorities.
  • Placing of appreciation letters/commendation letters; Certificates regarding languages learnt; Educational Qualifications acquired; and Record about any book, articles and other publication brought out or for publication of which he may be responsible in the C.R. dossiers of the IAS/CSS Officers of Grade I and above.
  • Placing of copy of order of penalty (warning) reprimand or displeasure and record of final record of inquiry into charges or allegation made in the CR dossiers of IAS/ CSS officers of Grade I and above.
  • Supplying of C.R. Dossiers of IAS/CSS Officers for empanelment to the post of Joint Secretary/Deputy Secretary and Director at the Centre.
  • Supplying of CR dossiers of IAS/CSS officers for empanelment at the level of Additional Secretary/ Secretary to the Cabinet Secretary.
EO(Foreign Assignment Section)
  • Registration of experts in the different fields e.g. Medical, Engineering, Teaching, Accounts , Agricultural, Economists etc., for foreign assignment to the developing countries in Asia, Africa and Latin America under bilateral/ ITEC assignment.
  • On receipt of demands from Ministry of External Affairs in any of the above fields selecting the experts by FASC and recommending them under bilateral and ITEC assignments.
  • Giving NOC to the experts in any of the above fields in the case of direct offers.
  • Putting up the cases of over stayal beyond 5 years to Central Establishment Board.
  • Holding of the meetings of the Central Establishment Board.
EO (Foreign Assignment-UN)
  • Nomination and selection of officers on foreign assignment to the foreign and captive posts of the Government of India.
  • Processing of cases of cadre clearance in respect of officers who receive direct offers on the basis of their past work and experience or who apply in response to open advertisements and then get selected.
  • Empanelment of officers for foreign assignment of officers in the field of Public Administration under United Nations and its allied agencies.
EO (Career Management)   

The Career Management (CM) Division of the office of the Establishment Office is responsible for maintaining the database of all the IAS officers and officers of Group ‘A’ Services on central deputation.  It also maintains the database for the CSS officers of the level of Under Secretary and above. Basically it is a databank in the EO’s Division catering to the needs of EO’s Division as well as other sections outside EO’s Division, and various Ministries/Departments of the Central Government. These records are maintained on the basis of the ‘Orders’ issued by the various Sections in DOP&T, Central Ministries/Departments & State Governments. Thus, C.M. Division helps other Sections in providing readily available digitized information, required for disposing off important matters regarding RTI, Parliament Questions, etc., and also processing of cases for foreign assignments and trainings etc.  


2.Establishment Division TOP
 
Establishment Division is the nodal division of DOPT for Personnel and Human Resource Management Policies for the Central Government Employees. Its major functions include:

(a) Policy formulation and development; making it more responsive to changing socio-economic realties and the evolving global environment.
(b) Policy Management
(c) Policy and Advisory Services.

3.Administrative Tribunal TOP
 
In spite of the elaborate system of rules and regulations which govern personnel management, there are Government employees who feel aggrieved by the Government decisions. The Courts used to take many years to decide these cases and litigation was expensive. In order to provide speedy and inexpensive justice to employees aggrieved by Government decisions, the Government set up the Central Administrative Tribunal (CAT) in 1985, which now deals with all cases relating to service matters which were previously dealt with by Courts up to and including the High Courts. There are now 17 regular Benches of the CAT functioning in various parts of the country, including its Principal Bench in Delhi.

4.Central Secretariat Division (CS Div) TOP
 
The CS Division of the Department of Personnel & Training is Cadre Controlling Authority in respect of three Central Secretariat Services,  which provide support and continuity of the governmental system in the Central Government Secretariat.  These are as under:  

1. Central Secretariat Service (CSS)
2. Central Secretariat Stenographers Service (CSSS)
3. Central Secretariat Clerical Service(CSCS)  

Matters relating to the above three services are dealt in CS-I Branch and CS-II Branch and all matters relating to the Associations and Unions of the three Secretariat Services are dealt in CS – IV section of the CS Division.   Strength of the three cadres

5.Cadre Review Division (CR Division) TOP
 
deals with the Cadre Review matters of 58 Group ‘A’ Services of the Central Government.

6.Retraining and Redeployment Division (R&R Division) TOP
 
deals with the matters relating to the erstwhile Surplus Cell of the Government of India, and is currently responsible for retraining and redeployment of all Central Government personnel rendered surplus anywhere in India.

7.State Reorganization Division (SR Division) TOP
 
deals with policy of  allocation of State Government Personnel when any State is re-organised, and the personnel are to be reallocated between the newly created States.

8.Welfare Division TOP
 
The Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of the prime tasks of personnel management, provides and aids a large network of staff welfare programmes, thereby underlining the fact that improvement in the working and living conditions of the employees and their families, leads to efficiency and high morale amongst them. There are three Sections under Welfare Division

9.Vigilance TOP
 
An important element of personnel management is the maintenance of the professional ethics and standards of the bureaucracy. The Department of personnel and Training determines Government policy for the maintenance of the integrity of the public services and eradication of corruption and coordinates the activities of various Ministries/Departments in that area. However, all Ministries/Departments and offices of the Government of India have the direct responsibility for the maintenance of discipline and integrity of their staff by taking preventive measures and eradication of corruption in their operational area of work.

10.Training TOP
 
Training Division administers induction training to recruits to the Indian Administrative Service and other All India Services and Central Services. The Department also sponsors a number of training programmes on a variety of subjects for different categories of Central and State Government employees. Training Division provides assistance for upgradation of the training equipment of Government Training Institutions. Training Division has also been coordinating the implementation of National Training Policy which was adopted in April 1996.
